About the role
MSQ is the Vessel Traffic Service (VTS) Authority for Queensland and provides VTS to:
• enhance navigational safety by interacting with shipping to provide improved information on potential traffic conflicts, and other navigational safety information.
• minimise the risk of a maritime accident and consequential ship-sourced pollution and damage to the marine environment.
• support trade through Queensland ports by scheduling safe ship movements.
• maintain an ability to respond quickly in the event of any safety or pollution incident.
In the role of Manager (Vessel Traffic Services) you will:
• Use your highly developed management, organisational and communication skills to lead and manage the operation and delivery of Vessel Traffic Service (VTS) Centre at Hay Point to ensure the safe, efficient and compliant movement of vessels within the Hay Point Region area of jurisdiction.
• Be responsible for managing a team of Vessel Traffic Service Operators employed on a continual shift roster ensuring availability of qualified VTS operators at all times.
• Ensure vessel traffic and pilots are scheduled in accordance with established Port Procedures
• Maintain effective relationships with maritime industry representatives and relevant industry to ensure that they are informed on operational and policy issues.
Accountabilities include:
• Lead and manage the operation and delivery of VTS to ensure the safe, efficient and compliant movement of all vessels within the Hay Point region of Maritime Safety Queensland's jurisdiction
• Manage the monitoring of all vessel movement in the port pilotage region area and reporting details to stakeholders.
• Daily management responsibilities for VTSOs with particular attention to training and development, performance planning and review, all leave and rostering arrangements, workplace health and safety issues and compliance with regional business practices.
• Management and review of Port Standard Operating Procedures, operating systems, port procedures manuals, Underkeel Clearance Systems and equipment to ensure efficient operations.
• Management of the provision and maintenance of information resources necessary to support VTS operations including regional hydrographical information, chart folios, Notices to Mariners and Regional Harbour Master's directions to shipping.
• Responsibility for the gathering of information, communication with vessels and applying processes and procedures to manage vessel movement. The Manager (Vessel Traffic Services) will actively lead the VTS team ensuring that the centre delivers a consistent high-quality service.
• Assessing the risks of vessel movements and establishing cost effective processes and procedures to ensure that risk management is optimised.
• Establishing methods, procedures and technological solutions to gather the information necessary to report on and manage vessel movement.
• Managing the coastal radio communication service for the region, ensuring that an effective communication service is provided for small vessels operators in distress and with safety issues.
• Providing advice as requested by relevant stakeholders including the community, industry, other government departments and agencies such as Port Operator, Department of Agriculture and Water Resources (DAWE), Water Police and Customs.
• Provision of specialist knowledge and extracting information to support investigations of marine and pollution incidents.
• Ensuring that the results from the investigation of incidents are captured and necessary amendments are made to processes and procedures in accordance with continuous improvement principles.
• Responsibility for the prevention of marine pollution and emergency response including; approving regulated activities, enforcement of legislative provisions, management of business continuity arrangements and other management responsibilities for pollution prevention and emergency response as agreed with the Regional Harbour Master.
• Contributing to the VTS Business Planning by assisting with regional budget preparation and monitoring, project co-ordination, decision making and strategy formulation, as a member of the VTS Leadership Team.
