Primary objective
Lead the establishment and ongoing direction of a whole-of-government strategic communications, media and engagement system for the
Northern Territory Government. Drive enterprise-level reform through integrated service delivery, consistent standards, strengthened external
relations capability and improved outcomes for agencies and key stakeholders.
Context statement
The Strategic Communications Framework is a whole-of-government reform initiative integrating communications, media and engagement into a
coordinated enterprise system to deliver consistent, contemporary and client focused services across government. The role operates in a complex
and politically sensitive environment, with accountability for system leadership, reform, performance and stakeholder confidence to support
evolving priorities.
Key duties and responsibilities
1. Lead the implementation and ongoing delivery of the NT Government Strategic Communications Framework, setting enterprise direction
aligned to government priorities.
2. Provide authoritative, forward-looking strategic advice to Chief Executives and key agency partners on system reform, strategic
communications, marketing, media, engagement, external relations and brand positioning, including risks and opportunities.
3. Establish and lead the Strategic Communications Hub, embedding governance, standards and performance frameworks to ensure consistency,
accountability, service continuity and quality.
4. Lead coordination across government and influence senior stakeholders to align communications priorities, external relations, messaging and
public-facing responses.
5. Drive large-scale, multi-agency reform and change management, including transitioning agency-based teams into a cohesive whole-of-
government function, integrating services and building a high-performing, unified culture.
6. Build and sustain a future-focused communications system through workforce planning, capability uplift and innovation, and oversee the
delivery of high-level briefings, and correspondence including Cabinet and Ministerial briefings.
Selection criteria
Essential
1. Tertiary qualifications in a relevant discipline, or equivalent professional knowledge and capability in strategic communications, media,
marketing, engagement, public administration or organisational reform gained through substantial senior executive experience, education,
training or professional development.
2. Demonstrated executive leadership driving and delivering large-scale, complex organisational, system or sector reform in a complex operating
environment, including building cohesive, high-performing teams, overcoming barriers to implementation, and leading sustained cultural and
behavioural transformation that delivers measurable outcomes.
3. Demonstrated leadership capability in communications, media, marketing, engagement, external relations or comparable public-facing
functions, including setting strategic direction, driving innovation and service integration, and delivering measurable organisational and whole-
of-government outcomes.
4. Proven capacity to lead with influence, build and leverage strategic relationships, and provide authoritative, high-impact strategic advice to
Chief Executives, Ministers and senior executives, underpinned by highly developed judgement, political acuity and discretion in sensitive and
high-risk environments.
5. Exceptional strategic, analytical and problem-solving capability, with a demonstrated ability to navigate complexity, anticipate emerging issues,
manage risk and deliver practical, scalable and system-focused solutions that deliver sustained outcomes.
6. Highly developed written and verbal communication skills, with demonstrated capability to lead, oversee and assure the delivery of complex,
high-level reports, briefings, correspondence and Cabinet and Ministerial materials, ensuring accuracy, quality, timeliness and impact across
diverse audiences.
