We're looking for an exceptional Precontracts Manager to lead that journey. This isn't a role where you'll inherit decades of legacy processes. The Opportunity

Reporting to the Head of Commercial Strategy, the Precontracts Manager will lead the day-to-day execution of our precontracts function.

The role is responsible for establishing structure, discipline and consistency across estimating, proposals, bid management and tender governance. Working closely with operational and commercial leaders, you'll ensure opportunities are assessed correctly, tenders are delivered to a high standard and precontracts systems support scalable business growth.

Success in this role is measured through bid quality, governance, process compliance, forecasting accuracy, team performance and the consistent delivery of winning submissions.

Key responsibilities include:

• Leading the operational performance of the precontracts function.
• Implementing and maintaining robust precontracts systems, procedures and governance frameworks.
• Managing tender workflows, ensuring submissions are accurate, compliant and delivered on schedule.
• Establishing clear bid qualification, review and approval processes.
• Monitoring workload, resources, pipeline reporting and tender performance metrics.
• Driving consistency across estimating methodologies, document control and commercial review processes.
• Developing team capability through coaching, accountability and performance management.
• Maintaining strong collaboration between precontracts, operations and commercial teams.
• Identifying opportunities to improve efficiency, standardisation and risk management.

You understand that successful precontracts functions are built on strong processes, clear accountability and attention to detail. You enjoy bringing order to complexity and ensuring teams perform at a consistently high standard.

You'll bring:

• Extensive experience in estimating, bid management or precontracts leadership within civil construction or infrastructure.
• Strong commercial acumen and attention to detail.
• Demonstrated experience implementing systems, governance frameworks and operational processes.
• A structured management style focused on accountability and execution.
• Exceptional planning, prioritisation and workload management skills.
• Experience managing multiple concurrent tenders in a deadline-driven environment.
• Strong analytical and reporting capability.
• The ability to challenge assumptions, manage risk and ensure decisions are supported by data.
• A focus on continuous improvement through process optimisation and standardisation.
