The Role

The Group Manager Strategic Assets and Data provides leadership of VicTrack's strategic asset management and asset data, insights and analytics functions, improving and digitising asset information (including asset condition) and establishing standards that support consistent, high-quality asset information across the Victorian transport network.

The role is responsible for improving the performance, condition and long-term value of transport assets through effective asset management practices, quality data and evidence-based decision-making.

Working closely with VicTrack's Asset Governance team, the Group Manager Strategic Assets and Data develops and maintains asset and data strategies, standards and governance frameworks that support effective management of VicTrack's assets across the transport network.

Key Responsibilities:

• Lead and support a multidisciplinary team, fostering professionalism, high-quality service and continuous professional development.
• Work collaboratively across transport operators and stakeholders to improve asset management practices and asset outcomes across the Victorian transport network. Build and maintain strong relationships with transport operators, asset custodians, government stakeholders and external partners to align standards and improve asset management outcomes.
• Develop and maintain VicTrack's strategic asset management and asset intelligence priorities, standards and assurance mechanisms for the transport ecosystem and VicTrack’s released assets. 
• Develop and champion innovative approaches to asset management, including the use of condition monitoring, digital technologies and advanced analytics to support managers of VicTrack’s released assets with their predictive maintenance and investment planning, to improve whole of network reliability. 
• Translate strategy into a prioritised program of initiatives for Victoria’s transport system, that improve asset management capability, decision-making and organisational outcomes.
• Lead the development of asset management frameworks, governance arrangements, standards and lifecycle methodologies that support consistent and effective management of transport assets.
• Develop and maintain visibility of asset condition, performance, utilisation and suitability across the asset portfolio.
• Lead the development of analytics, predictive models and decision-support capabilities that support evidence-based planning, lifecycle improvement, and risk assessment for the Victorian rail ecosystem.
• Oversee the selection, implementation, and governance of an organisation-wide Asset Management Information System that enables consistent asset management performance, standardised data, and interoperability with other rail organisations to support informed decision making and industry collaboration.
• Provide clear, trusted and timely advice to the Executive Leadership Team and Board on strategic asset management matters

Qualifications:

• Tertiary qualification in a relevant field such as Engineering or Asset Management, Data Science, Information Systems, Asset Management, Business, or a related discipline (mandatory).

Knowledge & Experience:

• Senior level experience leading strategic asset management, asset information, data and analytics functions in the transport industry, or other complex asset intensive fields.
• Highly developed leadership and people management skills, with demonstrated experience leading high-performing and collaborative teams and developing capability through coaching and mentoring.
• Demonstrated ability to build strong working relationships and collaborate effectively across organisational teams and stakeholder groups.
• Experience leading and achieving high-quality outcomes and priorities that meet expectations of senior executives; the Board; and other key stakeholders including customers. Consistently translating organisational priorities into clear delivery plans, managing risk and resource constraints, and achieving meaningful outcomes in complex and dynamic environments.
• Demonstrated experience leading strategic asset management functions within complex asset intensive environments. 
• Demonstrated ability to establish asset management frameworks, standards, governance arrangements and lifecycle methodologies that improve performance, resilience and long-term value across asset portfolios.
• Proven ability to influence, collaborate and build alignment across diverse stakeholder groups to improve asset management practices and outcomes.
• Demonstrated success leading initiatives that deliver outcomes through influence, partnership and collaboration rather than direct authority.
• Demonstrated capability to develop and apply asset intelligence, including asset condition, performance, utilisation, criticality and fitness-for-purpose assessments, to support asset management strategies, investment prioritisation, risk management and long-term planning.
• Demonstrated ability to think strategically and translate complex organisational and system-wide challenges into clear, actionable strategies and programs of work that deliver measurable organisational, customer and sector-wide outcomes.
• Demonstrated ability to establish effective governance frameworks for asset information, ensuring integrity, quality, assurance and accessibility of data. 
• Demonstrated experience using analytics, predictive models and evidence-based insights to support decision-making.
• Experience leading the digitisation and modernisation of asset information, including the ability to establish trusted asset information practices and single sources of truth that support effective asset management and decision-making across complex operational environments.
• Demonstrated ability to build and lead collaborative and effective teams, fostering a culture of innovation, collaboration and continuous improvement.
