Regional Disease Surveillance Project Support Technical Officer

The Regional Disease Surveillance Project Support Officer provides crucial support to the Animal Health and Welfare Team by delivering high-quality, timely disease surveillance project and program support in the South West region (encompassing the Grampians and Barwon South West Regions). This position has a focus on cattle stakeholder management, and includes, but is not limited to:

• Project coordination and support of disease surveillance-related projects and programs that support Animal Health and Welfare objectives.
• Providing assistance with the design, implementation and integration of improved data capture systems for management of disease surveillance and significant disease investigations (SDIs).
• Providing assistance to the district veterinary officers in their region with face-to-face meetings with veterinary practices, especially those with a cattle focus, and provision of remote support to enhance use and address barriers of the SDI program.
• Providing assistance for clinics and vets, especially those with a cattle focus, with the implementation of new online data entry portals,
• Management of data entry and assistance with reporting information back to practitioners at a district and regional level.
• Providing assistance and coordination in their region for the delivery of the Animal Disease Investigation (ADI) and advanced ADI course deliverables, as well as other training (face-to-face or online) for private practitioners and Animal Health and Welfare staff. 
• Processing of Significant Disease Investigations (SDIs) and anthrax exclusions by liaising with private practitioners to prepare documentation, seeking relevant approvals, arranging payments, and updating ADMIS and the SDI SharePoint page. Where relevant, coordinate anthrax vaccinations by liaising with private practitioners and processing invoices.

To perform effectively in this role, it is essential to have demonstrated skills in project management, IT systems and data management, stakeholder engagement and education. The successful applicant will have familiarity with and operational understanding of animal disease surveillance, veterinary practices, and animal disease investigation; technical skills; communication skills; a collaborative mindset; and the ability to work seamlessly across various projects, teams, and units within Biosecurity Victoria and Agriculture Victoria.

Specialist/Technical Expertise/Qualifications

• Demonstrated understanding of and experience in the protocols and accountabilities associated with providing high-level animal disease surveillance technical and support functions, particularly around handling sensitive material and sensitive issues within a regulatory agency, veterinary practices and their clients.
• Possess initiative, strong organisational skills, ability to operate with minimal guidance and prioritise tasks with competing demands to achieve desired results and outcomes.
• High-level written and verbal communication and interpersonal skills, with proven ability to work within a multidisciplinary team and build effective working relationships with a range of stakeholders, including private practitioners, senior staff and district managers.
• Well-developed conceptual and analytical skills with the ability to resolve operational issues to achieve agreed outcomes and identify issues and opportunities for improvement.
• Demonstrated ability to manage large volumes of information, including responding to enquiries, coordinating correspondence and document tracking within time constraints.
• Ability to prepare technical documents using clear, concise, and grammatically correct language; ensures written communications contain necessary information to achieve their purpose; uses appropriate style and formats.

This is a fixed term position available for a period of 3 years. The work location for this position is flexible within the Grampians and Barwon South West regions with hybrid work arrangements available.
