The Role
The Executive Officer – Stakeholder Engagement Division (SED), works under the broad direction of the Executive Manager (EMSED) and is responsible for providing high level and specialist advice on SED’s business operations and strategic planning. SED ensures CASA interacts with industry and stakeholders in a clear, consistent and coordinated way and is responsible for all internal and external communication activities, engagement with the aviation industry, government, industry bodies and the travelling public. SED manages consultation and communication strategies including secretariat functions for the Aviation Safety Advisory Panel (ASAP), management of all corporate communication channels, and entry control, surveillance and regulatory services for sport and recreational aviation.

The position exercises a high degree of independent judgement and delegated authority to drive delivery of divisional outcomes and represent EMSED across CASA and externally where required. Management and reporting of issues and risks in line with a range of key governance accountabilities are key aspects of this role. The position develops and maintains high quality corporate and strategic planning documentation and coordinates resources and activities in line with those plans for a division comprising approximately 140 employees across 4 branches, with an annual operating budget of $30M. The position supports the full breadth of that remit.

The position is expected to work reasonable additional hours beyond the ordinary hours of work, which may include work on weekends or outside the span of hours. Working additional hours should be regarded as the exception rather than the rule and where additional hours are worked the occupant will be compensated in accordance with CASA’s Enterprise Agreement.

Key Responsibilities of the Executive Officer Stakeholder Engagement Division include:

• Leading the day-to-day operations of the EMSED’s office managing sensitive and complex matters, coordinating competing priorities, and providing strategic advice to EMSED.
• Assisting EMSED in driving the delivery of CASA's strategic priorities by translating CASA objectives and regulatory commitments into actionable initiatives, monitoring progress and supporting the division’s
• performance outcomes.
• Representing EMSED and CASA in dealings with government agencies, industry associations, regulated entities and other stakeholders, including leading negotiations, influencing outcomes and managing complex stakeholder relationships.
• Setting the standard and overseeing the development and quality assurance of internal and external correspondence, executive briefings, policy advice, regulatory analysis, ministerial and parliamentary
• communications and board-facing obligations.
• Leading divisional planning, governance and performance activities, including the development of business plans, reporting frameworks, policies and procedures, and coordinating Executive Committee, Board and
• other corporate governance obligations.
• Identifying, monitoring and managing risks and anticipating emerging issues associated with delivery of divisional and CASA objectives.
• Monitoring divisional compliance with organisational requirements including information management, performance agreements (PACS), leave management, flexible working arrangements, timesheets and mandatory training completion ensuring organisational efficiency and risk management.
• Maintain accurate records, monitor adherence to policies and procedures, and escalate non-compliance issues as required.
• Leading multidisciplinary teams without direct line authority and coordinating resources across branches to deliver strategic priorities, complex projects, organisational change initiatives and business improvement
• outcomes.
• Exercising financial and procurement delegations for travel, contracts and operating expenditure, supporting divisional financial and workforce planning activities, and identifying, assessing and managing risks within the area of responsibility.
• Engaging collaboratively with colleagues and stakeholders (internal and external) to positively drive, manage and coordinate initiatives, activities, and relationships.
• Using professional judgement and experience aligned with CASA’s strategic direction, the operational context and a changing environment to influence stakeholders or recommend to delegates appropriate actions on complex to highly complex matters using balanced, evidence-based and defensible information.
• Applying CASA’s risk management framework to decision making and outcomes delivery. Contributing to maintaining a positive health and safety culture at CASA, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace.
• Demonstrating awareness of the diverse histories, cultures, and experiences of First Nations Peoples and other cultural groups. Communicating with respect and understanding of balancing work, family and community responsibilities.
• Positively engage in and respond to change, including supporting others through change.

Ideal Candidate

• Demonstrated experience providing strategic advice, executive support and leadership in a complex, regulated or public sector environment, including supporting senior executives to deliver organisational priorities and outcomes.
• Demonstrated experience in managing and leading complex projects, competing priorities and outcomes across multi-disciplinary teams without direct line authority, integrating expertise and professional decision making into complex and sensitive matters.
• A demonstrated ability to interpret and apply policies and procedures, to make informed decisions with limited guidance or to provide recommendations on an appropriate course of action.
• Well-developed negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level.
• A demonstrated ability to oversee and actively engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits.
• A proven ability to seek out diverse perspectives, knowledge, and experience to identify opportunities and improvements.
• Experience in demonstrating empathy and influence to gain and build trust when collaborating across diverse groups.

Eligibility Requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988 (the Act) and the
CASA Enterprise Agreement. The following eligibility requirements apply to this position:

• At a minimum, prospective CASA employees must undergo pre-employment screening and must be willing to provide the required information to successfully undergo a police record check.
• The position’s occupant must be an Australian citizen with the ability to obtain and maintain the level of security clearance as required
