Senior Program Officer

South Eastern Melbourne Primary Health Network (SEMPHN) is seeking a Senior Program Officer to join our Adult Populations Team within Commissioning and Capacity Building Services.

The Senior Program Officer will support the management, implementation and oversight of commissioned services designed to improve access to primary healthcare across the South Eastern Melbourne region.

About the Role

Reporting to the Manager Commissioning Implementation – Adult Populations, this role works as part of a dynamic team to support the management and oversight of commissioned services throughout the commissioning lifecycle.

The Senior Program Officer is responsible for managing contracts, leading Commissioning activities, monitoring service performance, building provider capability and maintaining strong stakeholder relationships to ensure commissioned services deliver quality outcomes for the community.

Working closely with internal teams, commissioned providers and external stakeholders, you will contribute to effective commissioning implementation and continuous improvement across allocated portfolios.

Key Responsibilities

• Manage and oversee contracts for commissioned health services across allocated portfolios.

• Responsible to lead a team of Program Officers who are responsible for: Managing contracts, supporting etc

• Monitor contract performance and ensure deliverables, outcomes and reporting requirements are achieved.

• Build and maintain strong relationships with commissioned service providers and key stakeholders.

• Provide advice, guidance and support to providers to strengthen service delivery and contractual compliance.

• Track and monitor budgets, invoices, payment schedules and financial reporting activities.

• Liaise with internal teams including Finance, Procurement and other SEMPHN directorates to support effective commissioning outcomes.

• Lead, coach and support Program Officers, fostering a positive, collaborative and high-performing team culture.

• Contribute to quality improvement, risk management and continuous improvement initiatives.

• Support compliance with relevant legislation, professional standards and organisational requirements.

About You

You will bring:

• Demonstrated experience in a senior role within the health, community or related sector.

• Experience in commissioning, procurement, contract management and/or service provider relationship management.

• Strong stakeholder engagement and relationship management skills.

• Demonstrated ability to negotiate, influence and drive positive outcomes across multiple stakeholders.

• Sound financial management skills, including budget monitoring and contract financial oversight.

• Strong project management and organisational capabilities, with the ability to manage competing priorities.

• Excellent problem-solving skills and a proactive approach to identifying and implementing solutions.

• Strong written and verbal communication skills with a high level of attention to detail.

• Sound understanding of the health sector and service delivery environment.

Desirable:

• Relevant tertiary qualification in public health, health administration, health services management, community services or a related field.
