Governance, Risk & Compliance Officer

About the role

The Governance, Risk and Compliance Officer, based in Melbourne or Adelaide, reports to the Chief Executive Officer (CEO) and performs key functions designed to support IBC's governance framework and its ongoing quality and compliance, including the maintenance of the Institute's risk management, internal audit and compliance processes and policy framework. The Officer is a member of the Senior Management Team and works closely with the CEO, the Academic Dean and the Finance, Audit and Risk Committee, as well as a range of internal and external stakeholders, including acting as a liaison point between IBC Higher Education and the Tertiary Education Quality and Standards Agency (TEQSA). The Officer will handle a range of executive-level functions that require sound judgement, discretion, and the capacity to manage competing priorities in a dynamic environment.

Key responsibilities

• Maintaining and developing IBC's governance framework, and supporting the CEO in the effective discharge of governance-related responsibilities (excluding Board and committee secretariat, which is undertaken by the Board Secretariat)

• Managing and maintaining IBC Higher Education's policy framework to ensure currency and alignment with compliance obligations, and where necessary revising policies for governance approval

• Supporting the management of risk by reporting on potential risk matters to the Senior Management Team and the Finance, Audit and Risk Committee, and identifying and monitoring risk mitigation strategies

• Overseeing compliance obligations under TEQSA, the Higher Education Standards Framework and the ESOS Framework — submitting material change notifications, regulatory applications and responses to TEQSA as required, and initiating and maintaining a compliance monitoring program

• In collaboration with the CEO and the Academic Dean, undertaking and leading internal reviews, external audits, external referencing, benchmarking and quality assurance processes as required

• Producing a range of documents for IBC Higher Education, including internal materials, student-facing documents and marketing collateral, for approval by the CEO

• Supporting the CEO and Academic Dean in preparing risk and compliance documentation for the effective discharge of compliance responsibilities

• Providing executive support to the CEO, including drafting correspondence, reports and briefing papers, and proof-reading governance, risk and compliance material

About you

• Relevant qualifications at Bachelor's level or equivalent; a governance qualification from the Governance Institute of Australia, the Australian Institute of Company Directors or equivalent

• Demonstrated knowledge and expertise in the higher education sector in a similar role (minimum 5 years)

• Demonstrated understanding and experience in undertaking compliance assessments and quality assurance activities

• Demonstrated experience with risk management processes

• High-quality writing, editing and formatting skills with attention to detail

• Demonstrated knowledge of the higher education regulatory framework, including TEQSA, the Higher Education Standards Framework and the ESOS Framework

• A strong track record of professional integrity and ethical conduct

• Strong interpersonal and teamwork skills

• Superior written and oral communication skills, including the ability to negotiate and engage effectively with a broad range of internal and external stakeholders

• Creative problem-solver with ability to respect confidentiality and privacy
