About Us
Flanco is an expanding civil contracting company servicing the mining & resources sector with various ongoing projects running nationwide. We're seeking a HSE Manager to lead Flanco’s health, safety and environmental function — combining a hands-on, site-based presence with the oversight needed to lift HSE performance, systems and culture as the business grows.
The role leads the transition to MYOSH as Flanco’s HSE management system — moving the business off spreadsheets and shared-drive documentation — and works alongside site teams, to build genuine buy-in for safe systems of work and compliance with all relevant laws, client requirements and Flanco’s internal HSE standards.
Flanco is looking for a candidate with strong people and communication skills who can work well with clients, crew and supervisors. The HSE Manager will have demonstrated interpersonal influence and coaching skills in being able to build rapport with the team and 'get alongside' in order to promote a safe workplace. The successful candidate will act as a strong and positive example, demonstrating guidance and leadership.
The HSE Manager will report to the Director.
Key Responsibilities:
- Maintain a strong, regular field presence across Flanco worksites — balancing hands-on site engagement with the leadership and systems responsibilities of the role — and proactively identify risks across projects (specific field-presence targets to be confirmed as part of the role’s KPIs)
- Build strong working relationships with supervisors, contractors, and crews to promote a positive and proactive safety culture.
- Ensure compliance with WHS and environmental processes aligned with Flanco Safety Management Plans.
- Lead and support the development, review, and implementation of JSAs, SWMS, and other risk control documents.
- Ensure consistent completion and quality of HSE documentation such as daily pre-starts, take 5s, vehicle and plant pre‑starts, and hazard reporting.
- Assist in maintaining project risk registers, identifying critical risks and implementing appropriate control measures.
- Conduct regular safety observations of group and individual tasks identifying both at risk and safe behaviours
- Provide coaching and practical guidance to support safe behaviours and effective decision‑making on-site.
- Prepare and deliver toolbox talks, inductions, and targeted HSE communications.
- Monitor equipment, vehicles, and site conditions to ensure safe, clean, compliant work environments.
- Support supervisors by identifying maintenance issues, tagging out unsafe equipment, and assisting with practical site tasks that support safety and crew readiness.
- Champion a collaborative, practical safety approach that builds trust and buy-in with operational teams — working with the business to embed safe systems of work, not policing it from the outside.
- Lead or support incident investigations liaising with clients and supervisors.
- Ensure the timely reporting, accurate documentation, and effective close‑out of corrective actions.
- Support emergency preparedness activities, equipment checks, and injury management processes.
Systems & MYOSH Transformation
- Lead the implementation and rollout of MYOSH as Flanco’s HSE management system, working with Directors, IT and the vendor.
- Own the migration of existing HSE forms, registers and records from spreadsheets and the shared drive into MYOSH.
- Identify, train and support MYOSH super-users across the business to sustain the system after go-live.
- Drive practical, on-the-ground adoption of MYOSH by making it easy for site teams to use — not just compliant on paper
Leadership & Business Report
- Represent HSE at leadership level, providing input into strategic decisions, project planning and risk appetite as Flanco grows.
- Build the foundations for HSE team growth, including mentoring and leading future HSE Advisors, Coordinators or MYOSH super-users as the team expands.
- Contribute to the development of measurable HSE KPIs and performance metrics for the role and the broader HSE function
Promote and uphold Flanco’s professional standards, including the correct use of uniform and personal protective equipment
Stakeholder & Client Engagement
- Collaborate effectively with clients, subcontractors, and internal teams to achieve agreed safety standards and expectations.
- Support project planning activities, audits, and the resolution of HSE-related queries.

Key Requirements:
- Diploma of Work Health and Safety (minimum); relevant tertiary WHS/HSE qualification highly regarded
- Valid National Police Check or the ability to obtain
- Valid Driver’s Licence (C Class minimum) is required
- Construction White Card
- First Aid and CPR Certificate
- Excellent communication, coaching and stakeholder influencing skills, with the ability to build trust across field and leadership teams
- Excellent computer skills, knowledge of Office 365, and confidence adopting new digital/HSE systems
- Ability to work autonomously, manage competing priorities and lead without close supervision
- Thorough knowledge of WHS legislation, codes of practice and audit requirements in a construction/mining context, including officer due diligence obligations under the WHS Act.
- Demonstrated experience in a HSE leadership or management role within construction, civil or mining environments
- Experience implementing, administering or using HSE management systems/software (e.g. MYOSH or similar)
Desirable
- Cert IV Qualification in Training and Assessing
- Incident investigation training - ICAM
- Experience configuring or administering HSE software platforms (e.g. MYOSH, Donesafe, Cintellate)
- Solution-focused approach when working with clients, project managers, supervisors and crews.
- Proven record with change management and safety promotion through interpersonal influence and coaching.
Preferred applicants will be required to participate in pre-employment medical screening including drug and alcohol testing to ensure suitability for the role and must be able to provide a suitable police clearance.
