About the role

We are seeking an experienced and proactive Specialist Geospatial & Business Intelligence to lead the City’s enterprise GIS, spatial data and business intelligence capability within Engineering Services. This is a specialist technical and project leadership role with enterprise-wide influence. You will take ownership of the City’s GIS/BI environment, lead its improvement roadmap, strengthen spatial data governance and integration, and deliver practical solutions that support Engineering and the wider organisation. The role will work across roads, kerbs, footpaths, stormwater, wastewater, traffic, survey, development, asset and corporate information, while supporting integration between GIS, ERP, asset management and other enterprise systems

Duties

Key responsibilities include:

• Lead, administer and optimise ESRI ArcGIS Enterprise/Online and the City’s spatial data environment.
• Develop and implement a current-state assessment and prioritised GIS/BI improvement roadmap.
• Establish authoritative datasets, data governance, metadata, QA/QC and single-source-of-truth arrangements.
• Lead GIS integration with ERP, asset management and other enterprise applications.
• Deliver dashboards, spatial analysis and reporting using ArcGIS, Power BI and related technologies.
• Automate and improve workflows using FME, Python, SQL, APIs and other appropriate tools.
• Lead complex GIS/data projects and manage external vendors and consultants.
• Support reliable infrastructure and engineering information, including road, kerb, footpath, stormwater, wastewater, traffic and survey datasets.
• Identify appropriate opportunities for AI and advanced analytics to improve service delivery and decision-making.
• Provide specialist advice, standards, documentation, training and knowledge transfer across the organisation.

Who we are Looking for:

To be considered for this position, you will need:

• Relevant tertiary qualification in Geographic Information Systems, Geospatial Science, Information Technology, Computer Science, Data/Information Systems or a related discipline.
• Minimum five (5) years demonstrated experience in enterprise GIS, including administration and optimisation of ESRI ArcGIS Enterprise/Online, enterprise geodatabases, spatial data management, data governance, versioning and QA/QC. 
• Demonstrated experience in system integration, automation and business intelligence, including GIS integration with ERP/asset management systems and the use of technologies such as FME, Python, SQL, APIs, Power BI or equivalent. 
• Demonstrated technical and project leadership capability, including delivery of complex GIS/data projects, management of vendors/consultants, stakeholder engagement, prioritisation of competing requirements and the ability to translate technical issues into practical business solutions. 
• Strong analytical and innovation capability, including problem-solving, independent judgement and the practical application of emerging technologies such as AI and advanced analytics within appropriate governance, privacy and security requirements. Other Requirements 
• Current satisfactory National Police Clearance. 
• Current WA 'C' Class driver's licence.
