THE POSITION:
This position is responsible for the development and implementation of the Halve Waste program. Including all budgets, staff management, programming, marketing, education strategies and plans. As well as coordinating the delivery of campaigns and education programs in collaboration with all local, regional and interstate stakeholders. 

KEY RESPONSIBILITIES: 

• Coordinate the identification and development of strategic Programs, marketing and education requirements for Halve Waste councils.
• Support local and reginal councils in the delivery of the Halve Waste 2034 Roadmap that incorporates education programs for kerbside waste and recycling including communications with external contractors.     
• Administration and management of the Halve Waste program budget including financial reporting and development of annual budgets. 
• Lead and manage the team including; performance management, training and development, workflow coordination, rostering and timesheets, workforce planning and developing a high level of morale and harmony. 
• Develop and implement marketing tactical plans for all media campaigns and work closely with creative and website content development to ensure KPIs for advertising and engagement are met.   
• Develop and deliver programs to the business sector, including waste assessments. 
• Liaise with all stakeholders to ensure continual delivery of consistent campaign messages and programs. 
• Manage the development, delivery and scheduling of Halve Waste Education programs. 
• Promote and support participation in the Halve Waste program to schools, business and community groups. 
• Evaluate and report on activity against agreed objectives and KPIs including monthly, biannual, annual reporting and budget reporting.     
• Monitor budget allocations for specific campaigns and projects. 
• Identify and establish processes to improve efficiencies and effectiveness in the delivery of Halve Waste programs. 
• Ensure effective content development and management for social media, digital advertising and collateral development of all Halve Waste activities.  
• Build and maintain relationships with stakeholders, industry, groups, and organisations. 
• Keep abreast of industry, regional, state and national plans, strategies, policies and best practice that relate to Halve Waste. 
• Attend and manage regular meetings with stakeholders. 
• Undertake ongoing market research and evaluation.  
• Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. 
• Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS.

EMPLOYMENT CONDITIONS: 

• Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines.  
• This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed with your supervisor. 
• This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely.
• The position requires a moderate level of aerobic and physical fitness to undertake regular physical activities such as walking, lifting, pulling, pushing along with the capacity to maintain normal manual handling tasks across the work day - depending on the nature of the tasks undertaken. Appropriate WHS standards will be applied for all manual handing activity. A full functional and medical assessment is required for this position.
• This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act. 
• This position is subject to alcohol and other drug testing. 
• This position is located at the Albury Waste Management Centre, 565 Mudge St Lavington, with frequent visits to external sites/depots and AlburyCity Administration Building as required.

ESSENTIAL CRITERIA: 

• Tertiary qualification in Environment, Marketing, Public Relations, Business or other related fields or equivalent relevant work experience 
• Class C (standard) Driver's Licence compulsory to have and maintain

EXPERIENCE: 

• Experience in developing program and marketing strategy and implementing integrated campaign activity 
• Experience leading a multidisciplinary team

• High level of understanding and knowledge in the following:

• High level of computer literacy in the use of a variety of software applications including content management systems, electronic direct mail systems and Adobe Creative Suite
