The Department of Justice and Community Safety is seeking a Senior Specialist, State Impact Assessment Coordinationto provide a critical role at Emergency Management Victoria.

About the Business Unit

Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria. 

EMV drives the integration of policy, strategy, operational coordination, sector specific technology, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.

EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary & Chief Executive, and Emergency Management Commissioner, and includes oversight of statutory entities and offices and the department's emergency management accountabilities.

The State Relief and Recovery Capability and Operations branch is responsible for leading Emergency Management Victoria and sector relief and recovery capability, as well as state relief and recovery operational coordination before, during, and after emergencies. The branch also oversees state impact assessment coordination, including the collection, analysis, and communication of impact data and insights to guide operational planning and government funding decisions.

About the Role

Impact Assessment sits at the heart of effective emergency management, providing the evidence and insights that drive operational priorities, recovery strategies, and investment decisions across Victoria. This is an exciting opportunity to play a pivotal role in shaping how government understands and responds to the impacts of emergencies, ensuring resources are directed where they are needed most and communities receive the support they need to recover and thrive.

Some of your duties will include:

• Lead a dedicated and highly capable team to deliver Victoria's impact assessment coordination priorities, driving innovation, collaboration and excellence in the collection, analysis and application of impact data across the emergency management sector.
• Provide trusted, authoritative advice to the Emergency Management Commissioner, State Response Controller and other key operational leaders, senior departmental executives, the Director, State Relief and Recovery Capability and Operations, and key stak eholders on complex impact assessment issues, helping to inform strategic priorities, operational responses and long-term investment decisions.
• Serve as a subject matter expert before, during and after emergencies, leading the coordination, analysis and communication of critical impact assessment intelligence and insights that support state-wide decision-making, strengthen recovery planning and improve outcomes for affected communities.

About you

To be successful in this role, you will have:

• Demonstrated understanding of Victoria's Emergency Management arrangements.
• Strong understanding of data literacy and ability to synthesize inputs into coherent information and communication packages for diverse audiences.
• Strong written and verbal communication skills.
• Knowledge of impact assessment methodologies (desirable).

Qualifications/requirements

• A relevant tertiary qualification is desirable.
• A current Australian State or Territory Driver's Licence.
