Primary objective
Undertake independent reviews of custody-related and use of force incidents to assess compliance with legislation, policy,
procedures and operational standards, identify risks and emerging issues, and support organisational assurance and
accountability. The role provides evidence-based findings and recommendations that inform decision-making, risk mitigation
and continuous improvement across the Northern Territory Police Force.
Context statement
The Custody Assurance and Review Unit (CARU) is a specialist, centralised assurance function within the Northern Territory
Police Force, responsible for independent review of custody-related incidents and use of force matters. CARU supports
consistent decision-making, early identification of risk, coronial preparedness and organisational learning.
Key duties and responsibilities
The Review Officer undertakes independent reviews of custody-related and use of force incidents, analysing complex
information and evidence to assess compliance, identify risks, procedural deficiencies and matters requiring remedial action.
The role prepares evidence-based findings, reports and recommendations, contributes to the identification of trends and
emerging issues, and works collaboratively with stakeholders to support organisational accountability, consistent review
outcomes and continuous improvement initiatives.
Selection criteria
Essential
1. Demonstrated experience in compliance, assurance, investigative, governance, regulatory, policing or related
environments.
2. Ability to analyse complex information and apply legislation, policy, procedures and operational standards to determine
findings and recommendations.
3. Well-developed analytical and problem-solving skills, including the ability to identify risks, emerging issues and
opportunities for improvement.
4. Strong written communication skills, including the ability to prepare clear, evidence-based reports, findings and briefing
material.
5. Demonstrated ability to manage competing priorities and work independently within a structured assurance
environment.
6. Proven ability to build effective working relationships and engage with a range of stakeholders.
Desirable
1. Experience conducting reviews, investigations, compliance assessments or assurance activities.
2. Experience working with sensitive or confidential information in a government, justice or regulated environment.
