About the role
Groote Archipelago Regional Council is seeking an experienced Technical Services Manager to lead the planning, delivery and ongoing management of Council’s Technical Services portfolio.
Reporting to the Director Council and Community Services, this role oversees community roads, Council’s fleet, public reserves, waste management facilities, staff housing, cemeteries and operational buildings.
Combining strategic leadership with hands-on operational oversight, you will ensure Council’s infrastructure and assets are safe, well maintained, compliant and responsive to the needs of our communities.
Key responsibilities
Planning and overseeing the maintenance, upgrade and development of community roads and infrastructure assets.
Managing infrastructure and Local Authority project budgets, capital works programs, tenders and project acquittals.
Overseeing Council’s fleet, public reserves, waste facilities, staff housing, cemeteries and operational buildings.
Conducting infrastructure assessments and audits to identify priorities and guide future investment.
Ensuring Technical Services projects and activities comply with relevant legislation, standards and Council policies.
Preparing and presenting reports on projects, asset performance, maintenance activities and strategic initiatives.
Working with residents, local organisations and stakeholders to understand infrastructure needs and priorities.
Providing guidance and support to Technical Services staff while promoting safety, collaboration and continuous improvement.
About you
Relevant tertiary qualifications in Civil Engineering, Asset Management, Project Management or a related discipline.
Demonstrated experience in civil works, infrastructure or asset management, ideally within local government or a similarly complex service environment.
Strong knowledge of road maintenance, fleet management and contemporary asset management principles.
A sound understanding of the legislation, standards and regulatory requirements relevant to infrastructure and asset management.
Proven leadership capability, including the ability to support and develop staff working across multiple locations.
Strong analytical, problem-solving and decision-making skills.
High-level communication and interpersonal skills, with the ability to build productive stakeholder relationships.
Strong organisational skills and the ability to manage competing projects, priorities and deadlines.
A genuine commitment to delivering meaningful outcomes for residents and communities across the Groote Archipelago.
Demonstrated understanding of and respect for Aboriginal cultures and communities, with the ability to work collaboratively and in a culturally respectful manner.
A current MR or HR licence, experience operating earthmoving equipment, and familiarity with technical applications such as AutoCAD and Konect will be highly regarded.
